“Googlebot cannot access CSS and JS files”

The email states that:
I maintain several WordPress websites but to date (Tuesday 28th July 2015) I have only received a warning for my most popular websites. I am assuming that I will get more as my other sites are checked by GooglesBot.
The major issue of course is that the email from Google explains that blocking these resources “can result in suboptimal rankings.” I am sure that nobody wants that!
It is possible that this is related to Googles preference for responsive and “mobile ready” websites or that it is because a websites functionality can be hidden behind HTML5, CSS and JS?
Currently my wp robots.txt blocks
As of yet I am at a bit of a loss to explain how to optimise for Googles new change so this evening I will be going through the suggested “fix”.

I, for one, am glad to receive these warnings instead of the usual snake oil that is SEO!
